About Icar
ICAR Foundation – a Romanian initiative for the defense of human rights, in a political climate of transition.
Founded in 1991, the ICAR Foundation is the first organization in Romania dedicated to supporting victims of torture, political repression and other serious forms of abuse. Since its establishment, we have constantly expanded our mission to meet the needs of all people whose rights have been violated, upholding human dignity and fundamental rights. We provide free medical, psychological, social and legal rehabilitation services for former political prisoners, refugees, asylum seekers and other vulnerable people, regardless of nationality.

What is ICAR?
ICAR Foundation is the first and only non-governmental organization in Romania that has developed and implemented a specialized rehabilitation program for victims of torture, violence, inhuman or degrading treatment. Initially dedicated to former political prisoners in Romania and their immediate families, the program has been extended to other vulnerable categories: people arrested and convicted for political, ethnic, religious reasons, victims of deportations, exploitation, extermination policies in concentration camps, victims of torture or inhuman treatment, migrants in situations of risk.
What are our goals?
The main objectives aim to:
• Recognition and gratitude to survivors of serious human rights violations, by creating integrated rehabilitation services and facilitating access to such services.
• Promoting the right of victims and their families to medical and psychological rehabilitation, moral, legal and social reparations, including financial compensation.
• Contribution to improving the standard of living of victims of serious human rights violations in Romania, as well as those among refugees and asylum seekers, by providing integrated rehabilitation services (medical, psychosocial and legal).
• Supporting activities to prevent serious human rights violations and raise public awareness of their consequences.
What is our mission?
ICAR Foundation contributes to the consolidation of democracy and the rule of law by providing direct support to vulnerable, marginalized or affected people by serious human rights violations.
